There have been concerns raised about whether palliative care patients are eligible for HACC services. This is because pursuant to clause 4(2) of the HACC Review Agreement certain services including specialist palliative care services are listed as outside the scope of the HACC program because funding is provided to such services through other government programs.

Ageing Disability and Home Care (ADHC) and NSW Health have jointly developed a HACC Program Position Statement to provide clarification to the eligibility of palliative care patients for HACC services.
